Blokies

Blokies are a small, block like creature. Blokies are either orange or green. All blokies have a number on their back. Every hour, a blokie spawn happens. If the number of blokies the same color as a blokie is less than or equal to the number on that blokie, that blokie spawns a new blokie. The number on a new blokie depends on the blokie spawning it. If the spawner is orange and has an odd number on it, the number on the new blokie is three times the number on the spawner minus 1. If the spawner is orange and has an even number on it, the number on the new blokie is two times the number on the spawner minus 1. If the spawner is green and has an odd number on it, the number on the new blokie is three times the number on the spawner plus 1. If the spawner is green and has an even number on it, the number on the new blokie is two times the number on the spawner plus 1. There is an orange blokie and a green blokie, each with the number 1 on them. After 9 spawns, what will be the value of (sum of the numbers on green blokies)/(sum of numbers on orange blokies)? Please give your answer rounded to the nearest humdredth.
